The scripture says nothing about a license for marriage. However we must obey the laws of the land, (Rom 13:1-7) All nations have their own customs and rules as to what is considered a marriage. Tlthough I do not know which nation was the first one that begin to require a license, it came into being in Europe about the 17th. The Roman Catholic Church was trying to set the criteria for marriage and since the people were citizens of the state, the state begin to set the standards for marriage. Whether a nation requires a license or not all peoples have ways of recognizing what is a legal marriage. This is necessary to determine owners of private property and legal heirs.
